Naval research question

Naval research question

When you research developments for land and air units you have to upgrade individual units. I cannot see any way of doing it with warships and submarines. Does the research automatically apply to naval units?

If I could ask another one. I'm a little confused. the manual says about fleets "Regular Fleet. A Fleet in this mode acts as a single formation; its goal is to seek battle with enemy Regular Fleets and Raider Groups. Whenever it encounters either of these enemy Fleets, a sea battle occurs and all ships will take part in the battle."
From what I have experience, all ships do not take part. The computer seems to use a random selection of ships from a fleet. If you have more than one fleet in a sea zone, it can be a random mix from each fleet.
Can you explain this to me?

Probably it would be better if there will be written that all ships might take part in the battle.
There is a check for every single ship, does it join the battle or not. But as you have already observed this check is made for all fleets.
