Can't Paradrop Gibraltar from Africa?

Without having Spain in the Axis, tried to Paradrop after eliminating unit in Gibraltar - but system won't let me - will not light up Gibraltar as an allowable drop hex. Division is in hex closest to Spanish morocco, across from Gibraltar in Vichy territory. Even when I put unit next to water on either side, Gibraltar will not light up even though it should be in range.

I think it is a Terrain Issue ( Mountain ).
