isues after patching game

i started a new game after run the new patch and still getting (when rarely i score a hit on enemy))90% times the fkng -2 at any body area that aim
getting the same problem with up and down scroll doesnt work until change the angle camera
for the low lvl i chose to start a new game still found snipers and strong sargents and soldiers (like 2 weak snipers, 5 strong sargents and about 8 strong soldiers plus the frenetic super mutant ingeneer) (not done yet against smuglers unknow yet about its strength and number) in the starting map in north road seems too heavy to start in a newbie game
the store seems dont have changed its line of selling things
enemy still trowing grenades at same rate as before

I installed the patch this morning and deleted the campaign I was running to start fresh. I've only done the North Road mission but here are a few items I came across:

The Camera is more moveable but it seems hard to manuever. I hold down the right mouse button and try to rotate the view and it moves in the wrong direction. One time the mouse cursor got "stuck" on the backpack interface and I couldn't get it off until I saved the game and came back into it.

In the mission I attacked the marauders from the hill behind their shacks. Once I was in combat mode, the game did not display the target icons over their heads until after I killed the 4th marauder. The target icon was then displayed and the number on my characters photograh that notes how many enemies are in sight was then displayed. This made the first part of the battle very difficult because I couldnt tell who was in line-of-sight. Also, several times a character had an enemy in line of sight but when I tried to attack he reported there was no line.

If these problems are caused by something Im doing, please let me know, I havent had the game long
