Where to find "capabilities" data

Kudos for the use of xmls for storage of so much data. This makes tweakage easy. Question: the facilities reference a "capability"; I can't find the capability anywhere. Is this hard coded?

highly likely. if you want a list you'll have to dig it out of that file yourself atm.

i wonder if you can give buildings ship capabilities and vice versa. imagine a circus ship, travelling from star to star to provide entertainment and happiness.
