Military measurement bug.

Military measurement bug.

In every game I've played so far I've had a military far better than my enemies. Always fewer units, but often unit power is on average 2-4 times greater. I've steamrolled other countries in just few turns. Yet when we look at diplomacy or how other empires view me it seems they think I am weak, normally the weakest. I believe they are just looking at quantity. And this seems like a bad measurement to me. I think the measurement should be taken by average unit power times quantity of units, with extra points added to the average if units are more versatile, being flying or boats. Or perhaps an even simpler way would be to just compare different countrie's unit upkeep, while keeping in mind the races modification to upkeep cost.
