stopping subs and attack summary screen

How do I stop subs other then sending a light fleet to kill them after they have killed a transport or two? I have light fleets stationed in most areas and the subs just seem to pass right by them and attack the transports. Shouldn't they OP fire at the subs?

Second portion of my post has to do with the battle summary screen. What do the numbers below the units mean? That is, the 608 below the japanese plane the and 1007 below the american.

Ships don't Op-fire at subs. You can place air units on patrol over sea areas or position them along with carrier air units to block areas as air units will Op-fire at subs. See 8.5.3 for Op-fire details.

The numbers are ID numbers for the various units so you can see which specific unit is involved in each action.
All understanding comes after the fact.
