I read this from the scenario maker manual, but I get no reference on the Matrix Games nor in the community forum..

ScenMaker Excel Tools Package
A utility package containing Microsoft Excel templates and add-ins is available from the Matrix Games website – use these templates to minimise problems with designations, and to make adjusting values easier and faster. This package is not supported by Panther Games, however.

Haven't had an opportunity to add this to the downloads page of the COTA website yet. In the meantime you can download it here.

Blast doesn't work. I'll need to consult the guys at Matrix on getting this uploaded. I won't get time till next week.
