Creating new corps

I played War in Europe years ago and tried making new corps in WiR the same way(I think). In any case it didnt work. I looked in the manual and could not find it. Can someone please help me out?

Here's the procedure that I use, and it seems to work. Left click on an unoccupied square. Hit the Util button, then select "Add Unit" (I think that's the command). A window will appear with possible unit designations; select one. The unit will then pop up under the control of the nearest HQ, with no units attached. Transfer in a division or three, and you're ready to go. Now, I believe that both sides have a limited number of corps/armies (DOS memory limitations, no doubt).
