Infinite unending troop recruitment

Army templates only seem to adjust ratios of types of troops and not absolute numbers of troops per colony.

Automated troop building seems to queue up as many troops as you have cash reserves as long as your cashflow is positive. There are hundreds of units sitting at 0% strength in the troops build queue because of this.

This also seems to lead to constantly running out of cash reserves to do anything else manually, such as building ships, stations, or facilities.

Is this intentional, and is there a workaround other than only ever building troops manually if you hope to build ships, stations, and facilities manually?

See screenshots and savegame for an example of the unending troop recruitment. As of the savegame I had turned the policy off, to manual recruitment, as I was looking through the automation settings to try to figure out why my cash reserves were constantly hovering around zero despite having hundreds of thousands of positive cashflow.
