Cannot build spaceport at 1 location beta 1.2.9.5

I cannot build a spaceport at Arloina. I have the cash and appear to have the necessary resources. The build button is highlighted on both the colony tab as well as the construction tab, but when I click on it nothing happens. I have had no problems building spaceports anywhere else, so I assume this is a bug. I have a saved game, but the file size is 19.2MB, so I can't upload it.

Are you able to reproduce this on the latest official update v 1298?
