Control Delay Value

I find having a global Control Delay Value (CDV) variable for each side limiting

Why not having

-AS IS as default and then
- a CDV delay for each organization as part of each HQ attribute
- lower level HQS settings take precedence over higher HQs
- quality penalties following an HQs loss as is

- allows designers to single out great leaders vs poor ones at a fixed troops quality. Think Hoth vs Mclellan ;).
- allows to distinguish top down C&C vs distributed one (CDV values get better at lower level HQs, or vice versa)
- makes satellites Axis more realistic. Romanian and Italian troops did not necessarily have poor quality, but surely had poor logistics and communications.
Think Operation Little Saturn or the Chir river battles as scenarios where this 'd make a huge difference.
