Possible decision event issue (Emancipation Proclamation)

Hi,

event DE 513 refers to DE 525 which seems to be missing in all campaigns but in "Blue and Gray".
(And I`m not sure if it is meant that way for the latter campaign. Because it refers to (#NAME= DE 525: Invite General Garibaldi? (Union AI: 15%), which the AI does rarely accept #AI_RESPONSE= 15, so even in this campaign it only happens 15% of the time which seems pretty low for an historic event.)
