Naval cruise after combat in Imperial sunrise

If you attack but don't move prior you can still naval cruise in Imperial sunrise... WAD?

I'm having a hard time repeating this, was the defender destroyed in the attack?

Was it against a naval or land unit?

I believe it was or at least it ran. Naval unit.
