1:There is a Community Pack Folder in the Documents\My Games\Strategic Command - American Civil War
and also in the install path. In my case the X:\Steam\SteamApps\common\Strategic Command American Civil War.
I noticed that mods located in the install path will be copied in the documents path automatically when starting the game.
Therefore you need only to copy them in the install path.
In my case X:\Steam\SteamApps\common\Strategic Command American Civil War\Community Pack\Mods
2: Campaign Mods can only been added to the Documents\My Games\Strategic Command - American Civil War\Campaigns Folder. Otherwise they will not appear in the Campaign Selection.
3: Files that should be replaced had to have the same Folder structure that the original files.
Otherwise the Game do not find the files to replace correctly.
In the Case of the War Map: To be shown in every campaign you have to put the map.png in folders named as the campaigns

4: in the Game you can switch on the Mods under Settings - Mods

5: Delete Mods - You have to delete the Mod in the install path Community Pack/Mods Folder as in the Documents Community Pack/Mods Folder.
