Stolen ship blueprints.

I've received this multiple times, but I haven't figured out how to access them to try and construct a ship from them.

You cannot build ship from them. There are intelligence efforts to gain information about enemy ships.

You can use this information to shape your navy accordingly, eg. if you find out that rival nation has faster cruiser, you can decide to build even faster one.

Practically a lot of ship designs in RTW3 time period were influenced by information of foreign designs as for example launching HMS Dreadnought has impact on smaller navies to build their own (Germany, France, Russia, Italy, A-H) or buy some dreadnoughts (Spain, South American countries).

Is it possible to compare the ship designs in game? I can't find any button

What do you mean "compare"?

You can open any design you designed but if you would like to see original design of ship I suggest to open it through designing for refit.

If you want to check other nation's ships that you've discovered through intelligence click the Almanac>Nation Flag>Ships>double click on the particular ship and you'll get the unit card pop up !

As far as I recall there's no side-by-side comparison, though that would be a great feature.
