Cobra's key ammo and RTB

After expending the 70mm rockets, AH-1F 's key ammo status dropped to 17% and began RTB? There are still 8 TOWs under its wings.

I need to adjust the resupply trigger to make it stays in its position next turn.

The single Ammo setting was a great tool when we just lumped all ammo into a single value for tracking. Now that we are tracking per round and have munitions for some systems, we need to design in a better interface to control levels and ammo deemed "critical".
