Coastal SSM Batteries

When do Coastal SSM batteries become an option? I'm in 1947, so it still feels very early. Just curious... I ended a war with the UK, and I'm about to embark on Operation CostCutting. Going to finally scrap all the 1900s era coastal batteries, it seems like I should replace them with something.

Not 100% sure on the date, but from what others have said they aren't really viable until helicopters are available to carry out targeting for them.
