Torpedo Attacks Not Well Modeled by System

I've been playing the game for a while now and love some aspects of it but I feel the computer does a poor job with torpedo attacks. Once you get into the late 1920's destroyers are 1500 tons or larger and torpedoes are reasonably large and fast with center-line launchers of 3 & 4 tubes. The whole reason for those destroyers to exist is torpedo attacks. ASW and AAW are secondary roles until much later. At that point, when you send a division of destroyers charging towards heavier ships with advantageous positioning [ahead and not too far away] your destroyers should almost always launch a torpedo attack but often do not. This is maddening as your destroyers, having steamed close to heavier ships in hopes of doing serious damage with torpedoes, get shot up and sunk without ever launching an attack. When they never fire [as far too often happens] but suffer terrible damage for nothing, this is a disservice to the player and the game. The coders need to give some consideration to improving the modeling on destroyer behavior [probably light cruisers too] that charge larger ships. Those charges should almost always result in a torpedo attack. Once SSM's are available in the 1950's or 60's the player can use the pull down menu to control launching SSM's. Perhaps the same should be offered for torpedoes. But if the "Admiral's" role is too hands off for this, please have the computer understand that doctrine would dictate a torpedo attach when charging larger ships with torpedo equipped smaller vessels.
