Medium Bombers Failing to De-entrench

I find in my current MP game as Allies that Medium Bombers often fail to de-entrench, even though de-entrenchment of 1 is one of their properties. This seems to happen when the Bombers have a supply of 5 or less. Have other players noticed this? What are the rules which govern when they de-entrench and when they do not?

They won't de-entrench in bad weather, so that is most likely the cause here?

Hi Bill - that could be the reason. Does fog, rain or storms prevent bombers from de-entrenching? If so, what's the logic behind that rule, since bombers can still attack in bad weather.

They can still attack, but at reduced effect, so the decision on whether to attack or not is more important than in good weather.
