Partisans take Deli Japan surrenders

I had a gaam as Japan vs AI going where the USA, China and UK surrendered. ON the very next turn after India surrenders partisans popped up in Deli before I could get a Japanese unit there and this caused Japan to surrender. Tee date was Feb 1946. This seems a strange event so not sure if it is a bug or something in the victory conditions I am missing..

if Japan's National Morale was already very low then perhaps it just needed something bad happening for it to surrender.

That said, it would appear that the victory conditions (and default campaign end date) had been turned off, as otherwise Japan would have won.
