I have never really been able to get factory bombing "right". Sending 400+ Ju88's in two daytime attacks on a factory, only to see the damage total at 3% is just plain disappointing to me.

the Il-2 factories convert from MiG3 factories to just 1 point of Il-2 factories - no matter how large the Mig3 factory is. So while in Moscow you could bomb them to keep them to that low of a production. If you move them when they are sill MiG3 factories you still only start with a 1 point Il-2 factory. Bottom line a German player in the know should only allow you to evacuate an Il-2 factory on a low production run - probably of 1? Of course if a German player let you build something bigger to evacuate that is a different story ...

In one game as the Soviets, I evacuated both MiG factories at 36 points of production in late december, only to see them go 1% damaged a turn later. That was disappointing....

That is true but there are two other points to consider

i) If it is expanding from a low base 1% damage is all you need. Stopping Il-2 factories at a production of 1 a week, T-60 factories at South Stalingrad at only 1 a week, rocket-launcher factories, Yak-1 factories, T-34 factories ... they all lose thousands in production just by your getting 1% damage.
ii) The damage is cumulative but the repair is sequential. Getting from 0% to 3% is not much use. Getting from 45% to 48% on factory that repairs at 3% a turn is as that extra 3% lasts 16 times longer! Building up large damage totals at first can be difficult work, and impossible if the other air commander is on to you. But once you get there it does reap huge rewards.
