How come the Klingons didn't have their shields up?

How come the Klingons didn't have their shields up?

I thought this thread said, "How come planes don't fly from trolls?"

Because trolls are short, squatty creatures with strong arms but who would need a stepladder to reach anything much above their head if they weren't trying to clean off their nose.

Actually, I had just set them to stand down, they had been set for CAP 30 - it was an oversight on my part not to change it for the screenshot.
