HR 28. Final Victory
Final scoring & victory determination will be made at the end of turn 36 (Jul/Aug 1945) even if the game continues beyond that point. For this purpose, the major powers are divided into the following five: (1) Germany/Vichy, (2) Italy, (3) Japan, (4) Soviet Union/CCP and (5) Democratic Allied (USA, CW, France/Free France and Nationalist China).
A team’s score is the total number of objective cities for which they’re credited (i.e., controlled or closest to if owning country is neutral) minus their bid.
A major power may not deny to any other major power on their team access to enter, flyover or supply through hexes they control. This also goes for minor units controlled by a major power’s teammate.
A major power, or any of their teammates, may deny an allied major power on another team access to enter, but NOT flyover or supply through, hexes they control.
If allied major powers on opposing teams wish to capture or liberate the same objective city, the major power given that opportunity is determined at the start of their impulse as follows. If the objective city is undefended, sum the number of land combat factors of all units that could move into the city that impulse without flipping. Otherwise (if defended), sum the number of modified (by weather, terrain, O-chit) air & land combat factors that WILL assault the objective city THAT impulse.
In either case let AF-Total(Team=i) = total of such combat factors for team=i. Next calculate the likelihood probability for each team=i, as Like-Prob(Team=i) = AF-Total(Team=i) /[AF-Total(Team=1) + … + AF-Total(Team=N)], where N=# of teams interested in same objective city.
Finally, determine which major power is “allocated” the capture/liberation of the given objective city by a D100 roll against the set of likelihood probabilities.
The major power that wins the allocation MUST capture if undefended or, if defended, assault/blitz with all air & land units (including O-chit if applicable) used in the allocation calculation. If an assault/blitz fails to take the objective city, that major power retains the allocation and may or may not assault/blitz at their own discretion.
This allocation represents political, diplomatic and military negotiations between less than fully cooperating allies.

(1) Vyacheslav Molotov is sent by Stalin to Allied SHEAF in Paris to inquire about Western Allied intentions in regards to Poland, Romania, Finland & Turkey.
(2) Expecting the Western Allies to press claims against Warsaw, Bucharest, Helsinki & Istanbul; Molotov is surprised by the Western Allies intention NOT to pursue Warsaw and Bucharest.
(3) He's not surprised; however, by their attention to pursue Helsinki & Istanbul.
(4) The Western Allies plan to make use of the following clause in "HR 28, Final Victory" to secure Helsinki & Istanbul.
(7) And they WILL deny the Soviet land units entry into or across this hex line.
(8) This will allow the Western Allies to gobble up at their own leisure all objective cities within Germany, Austria & Czechoslovakia.
(9) Of course, the Western Allies language was more diplomatic; but their intentions were unmistakable and blunt.
(10) On the positive side for the Soviets, and Molotov, is that the liberation of Warsaw and Bucharest is theirs without having to negotiate for them under the terms of HR 28.
(11) This also means that they can assault to "liberate" at their leisure.

(1) Weather D10=10 -> another 10! Fine weather across the globe continues.
(2) Germany is collapsing and with little hope they need the turn end and to move first next turn.
(3) The Fuhrer and his closet friends, including his mistress Eva Bran, have "relocated" to a bunker under Berlin.
(4) It's called the Fuhrer bunker which will be the location from which the Fuhrer will lead Germany out of the ashes to total victory.
