For the Junkers I would advise probably using a black dude, though it doesn't have to be. Dreadlocks, goggles, an american WW2 helmet and a massive bifta are optional but would be cool. For clothes look up Road Warrior, particularly the actor called Vernon Wells and the type of outfits and styling used for the bad guys in Waterworld.
I think the girl would be much better suited for the Datajacks faction (the soldiers too).

The Cynet are supposed to be a good guy race (well there are no good guys/bad guys as such, but not evil machines) as opposed to the usual evil Cyborgs in sci-fi. Therefore they should not be ugly like the borg as it doesn't really suit a good guy. As for Human-Machine I'm not sure, they should look enhanced cybernetically, not assimilated, I guess the Deus Ex main character would be a great example of this.
That really is innovative. I already have a couple ideas on how could this race be done.

One of the main objectives of the mod is for the player to question exactly who is the good guys and who is the bad guys rather than dictate it to them. The Junkers are settlers from the Terran Empire on fringe worlds, mostly desert, who were forgotten about once the empire descended into civil war. This is why they are now traders, theives, pirates, and also somewhat innovative engineers (left to fend for themselves with what they can scrounge). They are very helpful to some factions I would guess, a relatively non-militaristic, non-threatening trade partner, but a thorn in the side of the more developed factions as they will be their main target for pirating, hi-jacking etc, (juicy, valuable targets).
Their ships will be giant, rusty freighters in the main and their special government merchant guild.
They are the galaxys "go to" guys. Need cheap ships, cheap weapons etc, you know who to contact. Again, this would lead to the "refugee" factions like the Psi and Changelings having a closer relationship with them than the developed factions like the Terran Empire and the Marketeers, Arbiters etc.

The Cynet and Psi both represent the next stage in human evolution, the Cynet having artificially evolved and the Psi having naturally evolved, both beyond the control of the Terran Empire which is why they were initially used, abused and when they resisted, eventually cast out.
While they consider themselves the future of humanity, others consider them a threat to humanity, it's up to the player to decide who they agree with.[;)]

I was thinking about character portraits lately. The new system creates a great opportunity to make mods much more 'deeper' and engaging. However if we are making a mod with all the races we need to make uniqe portraits for each race. The aim is not only to make characters look visually good but also include the overall 'from-the-one-box' factor. I realized that not so long ago and than it struck me - to make a complete mod we need at least 5 different pics for each character class which would sum up to about 25 pics per race. That gives a total of 500 pics for the entire mod. Any less and we're having clone wars :]
I don't think any of us can make that much art in his free time. So I came up with a system for creating portraits for DW. It took me a while to master it well enough to produce a decent pic in a relatively short time but it works xD The system is simple - I use Bioware's face editor from Dragon Age II, and Armor Customization Tool from Mass Effect 2 to create heads and bodies of characters and then edit, adjust and combine them in gimp. If I had more time I might even use photoshop to give them more vivid facial expressions. The end product isn't breathtaking but it looks better than I originally anticipated. Anyways it's the only thing I could came up with that works.
I made the first two character sets -terrans and datajacks. Not sure if they match exactly what you had in mind Woodman, but if they don't they can be used for some other races.

They kinda look like UEF and Cybrans from SC..

When I get my hands on the skyrim face editor (overexcited here xDxDxD)I will follow up on the face-making. It's hard to make one face very different from another using only one editor hence I was so keen on using the face markings for the second race. It helped to show contrast, though I wasn't really planing on using it again (I think I used all the tattoos patterns for one race

3D model look will always be there (personally I like it, makes me think of the vanilia DW teran model) but I can see what you are trying to go for. I was trying to use coloring to turn watcher's attention away from similarity between faces. Sth like ,giving each race a theme color so the player intuitively associates each set with each race. However, if the 2d painting style is more suitable, I can include some of the effects in pic making process and exclude others. That way or another, the character pics can be mass-produced anyways.[:D]

The key thing we need to know here is if the leader picture shows as the race picture. i.e. What picture do you see when you do diplomacy. Then we know if race pictures in your previous style are still required or not. I definately think if we are going to be seeing leader pics in the diplomacy window we need the more colourful version. In fact I think I prefer the colourful version with the Human skintones anyway.
It doesn't matter if they look similar, they are all Human afterall, and they are all (in the recent past) from the same society.
It would make sense that armours, ships etc might look quite similar.
Background colours are good by the way, before making next factions discuss first, so we can choose a suitable background colour which will also be their flag colour in-game [:)] (Blue and Red is infact what I always imagined for these two race, good guessing) [:D]
