After taking Tobruk, the British retreated back to Egypt and the Suez. There's absolutely nothing but sand between the British and Tripoli. Not wanting to look a gift horse in the mouth, to say I'm perplexed by this move would be an understatement. I'm happy by it but perplexed.

(1) German u-boat 4835 (1-box) initiates.
(2) Axis commit her subs.
(3) No air reactions possible.
(4) Search. Axis=2, RN=2. Both sides find.
(5) All 3 axis subs vs lone RN CA Effingham.
(6) RN has 2 SP's.

[ax] Surface naval combat.
(1) RN. 2 surface vs 3 ships. Axis risk = A.
(2) Axis. 7 surface vs 1 ship. RN risk = D.
(3) RN can use their 2 SP's to either increase Axis risk to 2 A or
(4) decrease RN risk to A

[al] Better increase the Axis risk to 2A.
