The Battle of Xa Cam My was fought over two days. Originally planned as a U.S. search and destroy mission intended to lure out the "crack" VC D800 Battalion in the rubber plantations of Xa Cam My, approximately 42 miles (68 km) east of Saigon. During this battle, 134 men of Charlie Company, 2nd Battalion, 16th Infantry, 1st Infantry Division were ambushed by the VC. The battle resulted in 41 VC and 36 U.S. killed.

In the Battle of Kien Long, the VC captured Kiên Long district in Chương Thiện Province and were later evicted by the ARVN with U.S. air support. The battle resulted in 175 VC killed and 55 ARVN killed and 17 missing.

Robert Grainger Ker Thompson, a British counterinsurgency expert who had helped the British defeat a communist insurgency in Malaya, visited South Vietnam at the invitation of President Diệm and presented a report to Diệm recommending a Strategic Hamlet Program to defeat the VC. Thompson would be an important adviser to the South Vietnamese government throughout the war, but had only a limited influence on the Kennedy and Johnson Administrations.

The U.S. and South Vietnam began "Operation Fact Sheet", a psychological warfare aerial mission, dropping over two million notices on those cities in North Vietnam with military facilities. The paper leaflets carried different types of messages written in the Vietnamese language. Some of them warned civilians to stay away from the areas that were to be bombed, and others suggested that civilians "could end the bombings by turning against their government", or advocated the benefits of moving to South Vietnam. During April, May and June, nearly 25 million papers were dropped. "The leaflets had no effect on North Vietnamese strategy", an author would note later, "but they did result in a few civilians moving away from military facilities."

Communist authorities in Hanoi continued to resist supporting an all-out insurgency in South Vietnam. National Assembly leader Tôn Đức Thắng said "the will and keen wish of our [North Vietnamese] people are work and peace. We want to preserve peace in order for our people to use their strength to build socialism." However, at the same meeting of the National Assembly southern leaders called for assistance and support from the north to support the VC who faced "an extremely unsafe situation."
Thắng's work with trying to win over South Vietnam also helped lead him to becoming the Vice President of North Vietnam under Hồ Chí Minh in 1960. In 1967, when he was still vice president, Thắng won the Lenin Peace Prize, a yearly prize similar to the Nobel Peace Prize, but given out by the Soviet Union. After Hồ Chí Minh's death in 1969, Thắng succeeded him as president. Most of the real power, however, was vested in Communist Party leader Lê Duẩn [a southerner].
