Not sure what you mean there. The graphic shows the max supply of 32K in the upper right area. Should there be another figure you were looking for in the actual supply field?

Many bases have a max supply throughput/day. I am not sure if Vanilla has these though.
In case of Prome, it is likely the mod, either by design or by omission.
This is something LST did in Thailand/Burma border:

The boxed number which restricts the amount of supplies that can be shipped into the base each turn (based on size of runways, ports and forts). Magwe is open terrain with a rail head....

Is this ONLY incoming supply? I always thought this number was the max can can go 'through' the base, whether it keeps going or stays locally.

Happy to be corrected, I was always trying to improve the one with the lowest throughput, of course it is hard to figure out which one it is, cause in some cases the route 'around' the base could be more advantageous so the supply will get routed that way.
Is there an innate level for a non-base hex? So often units on the non-base frontline hex will be in good supply, but the base one hex behind them will be in red...

Per Alfred's Logistics 101, field troops always have dibs on supply flow, even if stockpiling is set on the nearest base.
The amount that flows through a base depends on the transportation network, the demand on the other side, and the availability on the supply side. So a small base on a major rail line will likely allow more supply to pass through than a larger base on a minor rail line. I don't think the abstraction goes so far as to simulate unloading the supply at a rail yard and loading it on trucks to go to troops in the field. That means the train goes to the field and the troops offload it (but oddly enough troops cannot intentionally be offloaded from a train in the field - only if the planned movement to a base is interrupted by the enemy).

My understanding is it is the amount shipped into the base each turn not through it. Infrastructure and terrain limit what can pass into and out of to feed troops in the field.

So, Prome with no restriction on its amount shipped in, will be able to draw from Ramree with only one half hex of non road minimizing the supply drop.

Prome to Paoshan 61 metric.

Lalshio to Tsuyung 61 metric

anyhow, I will monitor the supply situation and this oversight (?) perhaps greatly raises the importance of Prome.

Prome becomes the most important base in Burma with respect to supply....the very first day they pull in almost 30k supplies. Ramree dropped by 40k.

Now, is their lack of a supply restriction in a function of game design or oversight? I think Andy added those supply restrictions in a patch if memory serves....certainly they can be added prior to game.

So -- Akyab and Prome can supply large quantities of supplies twice a week. But Prome can then supply the rest of Burmese bases pretty easily thanks to the rail line...at least up to the supply limits on each base I would suspect. Burmese bases once they have sufficient supply will be able to start transporting supplies twice a week to Paoshan and Tsuyung and Kunming. WooHoo. :D

What to do with those supplies at Prome? All my infantry needs upgrading....but China desperately needs the supplies. Should I stockpile for a couple of days allowing the two divisions there to upgrade....and then release the supplies for China....or should I let the stockpile disperse right away across Burma and eventually into China?

As long as Ramree has lots of supplies and IF you can determine when the supplies get sent to China, then the day after the supplies go to China is when you could upgrade some infantry without interfering with the supply shipments to China since Prome will have a few days to receive more supplies to pass along.

I don't think I can time it like that so early, with nothing to look at via tracker....expecting the supply to be sent out today from Prome, but not really sure.

Prome will supply to Lashio 4x a week; rest of northern Burma & Paoshan 2x a week; Tsuyung and Kunming once a week. Most Chinese troops in the field are short supplies still so they will absorb the first deliveries. I want supplies at Tsuyung and Kunming to allow the transports to fly to Chungking....at this point the Chinese troops supplied from Kunming on the front lines can starve since they are merely holding.

Other than taking Rangoon and opening up the Burma road....the priority has to be delivering supplies to China over upgrading the Commonwealth forces since I don't really attack Japan until they are starved.....I just maneuver. ;) Expecting Rangoon to be a siege because where can all those troops go?

Attacking the supply points in the Burma/IndoChina/Vietnam area is becoming a key point....I want to get rid of Japanese plane operations freeing up my movement and unopposed aerial bombing.

Chungking staying in your hands is more important than unit upgrades IMO. Chungking holds him by the nose and prevents him from harvesting a lot of VPs.
Unit upgrades are mostly about anti-tank and anti-aircraft, no? If those two things are not major factors in those units' fighting then you can delay them for a while.

I do believe there are 1943 squad updates as well as upgrades to the TO & E to lighten some units for jungle fighting.

More of Malaya taken by air drops...

In addition to landing troops at Victoria Point, I want to deliver fuel from Magwe there too. Crazy? ;)

I agree...I turned off all upgrades and replacements for the Commonwealth troops. Priorities first supply to Chungking and secondly fuel to Malaya while continuing to close all Japanese forces west of Vinh.

If you are using Tracker, you can look at units to see future upgrades. Indian Army units will eventually reduce or even eliminate their British infantry elements. I also think that in late 1943 there is a TOE "upgrade" to some Indian division replacing some artillery with mountain guns, possibly removing some artillery as well as motorized support squads which could possibly have difficulties doing the CCR thing . . .

Haven't really bothered much with TOE upgrades, other than the Australians, tbh. I find I run out of juice on each turn with so much left to do.
