The automatic updater says the minimum version needed for the update is 1.02 which I have but it wouldn't allow me regardless.

The game probably wants you to have installed an official version that's later than what you've got. (Vic's files only copy over the source files, they don't manage the game updater)
I would recommend going to https://www.matrixgames.com/member/down ... dow-empire and downloading the 1.05.00 Installer to rebase your game files then do the 1.06.03 installer.
This sounds cool, but does the game say anywhere that having a higher Government profile makes people okay with higher taxes? I'm just a bit worried that that would turn into a secret game mechanic.ORIGINAL: Vic

But other problems will make the population sensitive to high Income Tax as well. -Upto 10% you should always be fine whatever happens. It is really meant as a counter balance to player raising Income Tax really high 40%,50%,60% without going all out on Government Profile. *

In fact, do the other regime profiles already have some hidden passive effects like this that I am not aware of?
