I ran into a bug with this version. I was playing a game against three Ai. The turn following my capture of the Russia capitol, the game declared one of the AI the winner. No player was near the 44 VP required for victory. I re-ran the turn where I captured the Russian AI capital and chose not to capture it. On the next turn the game continued without declaring a winner. I emailed a save game to Erich.

I played a second game, and this happened again. The turn after I captured an AI capital, another AI was declared the winner. This AI only had 12vp. I had double that amount. VP required to win was 38.

It is a bi-product of playing with resources.
I think that Erich programmed it wrong, so that the AI is declared a loser, and that means someone else has to be the victor. That probably goes to the next in line.
Unfortunately Erich is on vacation, so there is really nothing that can be done, other than advising you to play either with resources off, or, playing against only one AI.

I was just pointing out a bug, though it is a real spoiler. I can wait until it is fixed.

Another bug: I have noticed several raw hexes mislabeled as oil.

Observations:
1) The AI does build shipyards, but in my test game all I saw was a bunch of cruisers and cargo ships stacked on the shipyard. I did not notice any naval activity taking place.
2) The AI does not spam factories anymore. Yea!
3) The AI does not make suicide attacks anymore. Yea!
4) The AI does still over stack its units in places, especially on resource hexes.
5) In my test game I'm not sure that the AI used airpower at all.
6) Though it never has, the AI does not understand the concept of strategic retreat. Because of this, it is not hard to encircle large numbers of enemy units.
7) The AI did manage to punch through my lines in two or three places at various times, but I was able to quickly stop and then push them back.

Got this fixed and will be in next update. It is also just the at2 file, which is in the zip file attached.

I'm glad the AI is better. As for the shipyards, great that it has them, but I haven't touched the AI's thinking on what it should have yet, so this is really a continuation of how it behaved before. I did tweak aspects of AI combat. I reduced the likelihood of "suicide" attacks. It was way too aggressive and there was an error in making use of the stacking limit in attacks. But, I also changed how it prioritized attacks in a zone. Previously, it cycled over the map, and would decide at the hex it was checking. Now, I make a list of possible attacks, and sort and prioritize by advantage. I also allow the AI to advance after combat and then recheck the priorities in the hopes that an advance could lead to another attack and open the line better. I also tried to get the air ground support to focus on a hex that would be attacked. I didn't look at artillery though to try and focus on potential ground attacks. You see the same thing I see with breakthroughs, a couple punishing attacks that lead to a limited breakthrough. If I am not quite ready, I will pull back a bit, or the penetrations can be pushed back, and sometimes cut off and killed.
Fixing the AI will be a BIG job. I have mostly tried to make it less stupid for now.

Good job Phoenix Team! Excellent work making ATG a better game and working out those bugs.
I'd like to repeat a couple of observations on the Phoenix game:
1) Ai builds aircraft factories but I have yet to see any evidence it either builds and/or uses aircraft.
2) Ai builds shipyards but appears to simply stack naval units on them and does not employ them.
In A New Dawn game, while limited in scope, the Ai did use air power and occasionally conducted an amphibius invasion. These Ai abilities need added to the Phoenix game.

Also noticed the resource label bug is still there.
Haven't played in 6 months or so. I just noticed that I am using 300 oil every time I make an artillery attack. Using 4 Artillery or Heavy Artillery (my standard size arty unit) will cause 300 oil to be removed from my stockpile! The oil usage when I move these units showed normally in both the stockpile change and the unit's logistics tab. I'm pretty sure fire artillery shouldn't be using oil.
After not playing in a while, I was also surprised to see 2000 oil being sunbtracted from my stockpile between turns. Does this represent movement of supplies? Does it use less if I leave more usused rail points?
edit: I checked an earlier save and artillery attacks didn't cost oil. However the between turn loss was there but at a lower level (600 oil). Advanced a turn and it went up. I started this game as a Phoenix game.
