yes. but I'd suggest a really marginal effect. Most freight/trains is NSS-depot so its the railyards there that drive the system. A front line level 2 railyard helps for unit moves and local depot-depot freight, so not to be ignored but its not something you'd miss.
Mainly as the closer to the front you go, there is less of this secondary rail movement

Is there a list somewhere where I can see which Soviet Armies are renamed as Shock Armies, and when it happens? Same thing for Guards Armies and Tank Armies.

Question on captured tanks!
So the Germans get this unit

And the logi report says this

But as far as I have been able to determine the POOL of captured T-34s does not decrease, while the T-34B 747(r) pool increases with 1 per turn.
So the question: Do you really need captured T-34s to acquire the T-34B 747(r), or is this just a simulated process where in fact they are produced regardless?

some are in the reinforcement schedule but you may need to use the editor to track them all

Any clue to why i can't upgrade my BF109-F2 to the F4 variant? There are several hundredes in the pool but they don't show up in the manual aircraft change list.

it takes a few turns (5 I think?) before you can manually upgrade to a new aircraft model. It looks like the F4s have only been in production for 3 so far, so if you wait a couple more turns, they should show up normally.

So my follow up question: I'm about to take Volodga in the North and have taken Baku in the South. Does it end or at least affect Lend and Lease delivery? These were the main routes for Lend and Lease historically.

I have a question.
I have a 108 Tiger I tanks in the pool, and 3 Heavy Pz Bn in Axis Reserve that have taken forever to fill up with Tiger tanks, yet there has been plenty in the pool. I thought units in Axis Reserve received replacement equipment over everything else. What is causing the problem, or is there some kind of max number of pieces of equipment you can receive at a time?

Playing as German against AI the game shows me the current Soviet manpower to the man, the manpower losses to the man, & the manpower pool to the man. It also tells me the aggregate change in men each turn. What I can't find is the number of new men generated from all their manpower sources. Is this Russian "new" manpower value hiding somewhere?

I'm playing the 1941 Campaign no early end version, so inspite of winning (which isn't my main goal when playing this version) it will affect the Soviet capabilities till the end of the game.
Perhaps something to consider for future updates because of logic and as additional incentive for the Asix player (cutting lend and lease routes like Murmansk).

to be serious, you are playing the game in a way that was not tested or really designed for - worth repeating the VP system was not an addition but a core part of the design.
as you push beyond what actually happened, I'd say its inevitable that the game will fray a bit. Why allocate scarce programming resources to resolve a pretty niche issue - not least what we don't know is how much of the Iran LL could have been delivered via the Pacific?
