Thanks for the answers.

My only remaining question is this: If units only use population points when they are created, why when I click on Infantry, do 2 population points automatically disappear, but not when I click on a tank or plane?

A few questions for the pros....

I had seen that setting and had mistakingly set it to a low number.... hence it was scrolliing horribly.

Now it works great!
