Change Starting Techs....

How do you add/remove the starting Techs for countries for a scenario.

I've read the modder's guide and I can see how to alter which one's the AI will purchase as well as how much each one will cost different countries. Just not who starts with which ones.

I admit that I played the board game many years ago in college and loved it, but I never even really read the manual.<br/>
( I have skimmed it a few time for reference such as which countries make up Ottoman, Minor Country Moral, etc ...

There are still some serious AI issues.
In the one game I have played as Turkey, I quickly ended up at war with everyone major power on the board as I worked on building the ottoman empire.

However, nobody ever crossed my borders.

After Starting a new Game as the Turks, I was able to create the Ottoman Empire.

The Ottoman units properly report 2inf Moral and 3cav moral, but once I enter combat, the values of 1inf and 2cav are used.
Attached are may save game files.

Patch 1.01 vs Turkish Ottoman Empire Moral

I started a new game as the Turks last night and I did see that when looking at the individual units, the Moral was in fact increased to 2inf & 3cav.

However, when I used these units in combat, the old moral value of 1inf/2cav was used instead.

I concur.
The AI is fair at best at the moment.
I suspect in a couple months it should improve.
