I want to play both sides, Japanese and American, Do I choose Head to Head?

I ask because I started a head to head game and it seems the computer took over the moves. This might be the Pearl Harbor surprise before I can make any moves? Any help is appreciated.

Problem solved. I reloaded the last save and I moved early the M1 Platoon (I didn't see it before). The Mech Platoon is continuing the "no fire mode" but with Abrams and the AH-1 the situation is surely better.
