In the Device tab of the Scenerio Editor, there is a field for Build Rate and another for Can Build. In the Build Rate field, the number is divided by 30 for the daily build amount. I don't know why, but Byte data type is never used in programming. They were declared as int, but I bet they still use only few bits.

It has been a very long time since I did anything with the WitP files, but I think build rater is independent. You can test it to see in a scenario without the HI, frame and engine production. There may well be a much better answer, but something is a start.

They work as air-surface missiles. Their effectiveness may be questionable and it is editable, but they do function mechanically.
