I got around to installing and opening up TOAW on Windows 8.

So far, the only thing I've noticed is that the graphics that are supposed to be produced by beginning the place name with '<3', '<4>' don't appear.

Have others noticed this?

To address the appearance issue, you could simply make either the improved or the unimproved road tile empty. Then you can invisibly road all the hexes you want.

It sounds a lot like JMS did not seriously try to design this for vs. P.O. play.

Nothing wrong with that...but it would make playing the P.O. less than satisfying.
