You might want to check two things in your Intelligence menu.

1. "Group Withdrawal Schedule". If any air squadrons are overdue, withdraw them immediately. I'd guess likely this is a big part of the problem ...

You receive so many PPs per turn. You lose so many PPs per turn when you don't remove the ships and the air units that withdraw. If you are losing more than you are getting, then you are running a deficit. I suggest that you check on the units that need to withdraw and withdraw them as soon as is ...
