Yes, the Japanes had very bad tanks during WWII - but they tried to make up to this mistake at the end of the war.<br/>

I have experienced the same lag problems at the allocation of research points as steevodeevo explains. Furthermore allocation of production points also has a tendency to become laggy in the later parts of the game - especially when you have a large production.
