I think they mean three artillery units, regardless of equipment. Rockets may count as a separate type of artillery though. I haven't noticed any penalties in having lots of SUs.
Usually I handle SUs manually, because automatic feature is not aware of my plans.

In addition to what cpt flam said, air units that have flown even 1%, or their airbase has been moved, will not go into reserve.

I'd actually suggest upping the difficulty for your first Soviet GC. It will give you a better chance to experience some of the disasters they had to deal with IRL.

Yeah, already in summer of -44 several armies had one or two arty divisions attached. Interestingly there were even separate artillery corps directly attached to some of the Fronts for Bagration. Maybe we should petition for the ability to build artillery corps HQs. [;)]
