That's a limitation of transferring units.&nbsp; I imagine it is intended to represent the administrative hassles and confusion inherent in moving ten of thousands of men around along with their equipment.

Population point in Poland, etc. could simply be understood to represent German manpower freed up by the use of Polish "guest workers".
