I am playing Allies all others AI - Germany and Japan have surrendered but not WW3 option nor even a victory screen - can any one help me with that?

I loaded the game and checked the full screen option - I have about 2 inches on each side of my monitor which is black - I changed the resolution to 1064x768 and it still has the lank areas - can you help
