Maybe the units selected for QC are selected alphabetically, like the Generals? I'm going to try putting an "A" in front of the names of all my best units.

There is no penalty if you only start one unit each turn, but there is a maximum queue of 5 units or containers per city. Once in a while, I can start two frigates in Boston and not see a production-time penalty, so I'm not sure what gets factored into this.&nbsp;
