Since we cannot neurally upload Yamamoto and Nimitz's brains into the game, just having an AI, like in WiS, bonified by specific scripts and triggers would be enough for me.

Agreed with the above - I wish what it takes to decrease Forts was made clearer or explained better, and I hope that the incoming update addresses this somewhat to make it a little easier to decrease the fort level.

Or, is it based on weighted AV-ratio being 2-to-1 and above, like in WITP:AE?

In the game, all the militias are reorganized into People's Army LCUs during the summer months of 1937. So no more POUM or PSE/PSUC LCUs. Only the People's Army... ...except for a few communist catalan batallions, who went their own way... as ever.

The AI reacted to your invasion of the other islands. If you would have left those alone, then the computer would not have sent those islands reinforcements. Keep your eye on the prize and not the low hanging fruits.
