Size of 3.4.202?

On the download page, it says that the latest patch is 33mb. But the patch I downloaded shows a size of 217mb. What's up with that?

Can someone suggest a naval strategy for the Central Powers?

Other than sending out my subs for anti-shipping missions, I'm really at a loss as to what to do with my Central Power navy. Anyone care to suggest a strategy?
