Have you transfered any forces into the HQ? Empty units cannot move or be loaded.

In a long random game I researched Staff IV. I had a city producing a few staffs and the next turn I went to transfer some and found I suddenly had over 2000 of them. It turns out Staff IV only costs 1 point.
