You can implement salary yourself,
all the stuff is their for you to fill in the info regarding salary

but enforcing (Haha) it would be manual on every team

I'd try it again, hit the reset button and delete all players
then click new season, the draft button should be available after the player generation

it needs to be changed in the playbooks
change your m2m coverage settings
each DB in m2m should have the "either" prefix

I arn't saying you wont ever see an uncovered reciever again
but it will be almost eliminated
