Hi,

Are you trying to load Corps, or Garrison units. You can't move Garrison units by sea. Iain, I find I can load up every Corps, armour, etc that is adjacent to the port (anchor) hex.

Convoy Generation

This is basically a rules question, so I don't know if it belongs here. What is the chance that a convoy will appear every 4th turn - 80%, 90%? I know the actual strength of the convoy is partly random, but what about the chance of it actually appearing on the map.
