I think you are referring to the notification that a Military Option is available to purchase a 'Regular' replacement

The training of troops on map occurs automatically when they are with a Drill Master or a Training Officer

Here is the latest patch for WIA. It is not labeled 'Legacy patch', but will be anyway the last patch for some time. You should have stuff to occupy you anyway ...

BoA does not include the 'men, horses, guns' loss data that is included in BoA2 [WIA], and other AGEOD games.

BoA is 'legacy'. Still supported, but no official improvements expected.
