Morale question

How come when some countries are at morale 0 they don't surrender? I find this confusing.

<t> Good news indeed! I see many important issues have been adressed and that you've struck a good balance between the different input you've gotten from the forum. Thank you for the good work. <br/>
I figure you mean overland resource transportation cost has been reduced from 3 to 2 rps?<br/>

Playing the CP in version 1.3 f I just air recconed Brest, where the first americans have landed. I noticed their corps were still CV 40 and 36. Is this because we upgraded from 1.3 c in the course of the game?

Retreat into contested hexes?

<t> Another issue showing up:<br/>
<br/>
This is what I think I've figured out:<br/>
<br/>
I (the CP) am contesting two hexes from the Boogada playing the TE (Paris and the hex SW of Paris). This is what happens: I win both combats several times in a row. The last battle result (for Paris) shows ...

RE: Fortress Garrisons

<t> I agree with Boogada and OrvalB on this issue. the activation point spent for entering a city (whether fortified or not) is an acceptable abstraction at our scale. Moreover, in game terms, I feel it's already difficult enough taking cities as it is. Adding intrinsic factors in fortresses would ...

And by the way: If I remember well, the problem with CP rail movement seems to be limited to France (once again). That being said, I'm not sure if I remember correctly.

Gas problem

<t> Another point worth mentioning that also showed up during my recent game against Boogada: I had gas lvl 2 with all attacks unspent. For some reason I loaded an artillery unit with gas without spending it. In one of the following turns, I developped gas lvl 3 and thus lost all my lvl 2 gas ...

Important rail movement question

<t> OK, I am just about to find out if this has cost me the game. In my ongoing and very close game against Boogada we're in mar/Apr 17. The CP (me) basically needs to take Paris within a couple of turns or they'll probably lose the game. And then - for the umptieth time - rail movement doesn't seem ...
