Normally you need Supplies I believe, possibly RAW also. However as Twotribes states it should still show the build list but show that I am missing for example RAW or AP or EP or whatever.<br/>

Well I discovered the answer myself. When choosing which side to take. If you click on one of the country icons it gets a tiny asterisk and a little message appears underneath to say that the AI will move any units that I do not move.
