Unfortunately no saves with the rebellion bug actively happening.

The division issue should be observable any game.

Oh, I can see from the type screen that you need to design a model of Mechanized Artillery. Then you should be able to discover and build a model of Rocket Launcher and so forth up to Atomic Launcher.

When the QoL of your main city or cities becomes very high, it becomes more of a struggle to maintain worker happiness in developing zones. Select friendly zone. Click on the 'zone' bottom tab (the one that lists population) then click on population happiness (the middle button) in the tab. The readout on the left should have Loyalty, Hunger, Short Cas., Long Cas. The 2nd value in short and long term cas. should be the casualty threshold.
